About Open Spending

Open Spending is a platform where it enables for internet users around the world to track and analyse public financial information globally. This platform is run by the Open Knowledge Foundation and we at Sinar Project would like to apply this platform here in Malaysia. We hope this platform enables Malaysian citizens to discuss and investigate public financial information, including journalists, academics, civil society movements, civic tech groups, campaigners and more.

Overview of Open Spending

In Malaysia, open data are often hard to come by due to the constrained environment from top to bottom whereby political parties, politicians and businesses are highly connected between each other while politicians holds high-level positions in multiple Government Linked Companies (GLC). In addition, there is no legal framework of Freedom of Information Acts at the national level for citizens to get public access to important information concerning the nation. This constrained environment also restricts the freedom from civil society movements and media press by limiting the capacity to utilize open data for the public interest. Furthermore, such restriction affects the way democracy works in this country. Democracy relies on our ability as citizens to collectively frame policy and regulation around our broad societal goals. Open data plays an important role in this process by encouraging constructive public discourse and by providing transparent measure of progress towards those goals. In Sinar Project, we would like to apply Open Spending as a platform in Malaysia that provides enabling environment in improving citizens engagement by making the Malaysian government services more open, efficient and participatory.
